Your opinion on Vargas

Hi, I like very much Vargas mini and concept ... but I dont understand him in game (whats his role? why he's so underpowered?).
For 40 point he had decent stats (DEF 4, PR 2, CBT 6, CMD 4) a damage table not so good, only one nice ability (Charisma ... but also Bretteur has got it for exemple) and a unique order quite useless (3 CMD permanet and only soldiers are affected ....  arquebusier and granadiers arent good in melee, so atm only doppel is good for it).
I compared Vargas with all other Officers, and imho he's the worst.
Don Quichotte for the same cost is far better, Isha for 10 more points is far better, Asaliah for 20 more points are far better, Nazir for 2 less points is better ... and so on).
The only reason I play him is CMD 4 for 40 points .... sadly :/

Without playing the Westerners, I also think he is just not up to par with a lot of the rest of the officers.  Even his own other Westerner officer is seemingly much better.  I do like his order, as I think any kind of non-retribution strike in this game is pretty good, and when he allows everyone to do that, thats not a bad thing at all.  But other than that, he doesn't seem the greatest.

 He also have faith of 3  which will  give him a better chance at avoiding being  possesed  compared to  Baptiste wich have 0. others  trick and perk from the  others faction make Vargas  look like a good option . Also having  a Mssionaire arround will help Vargas  recuperate  3 point of life  Baptiste will not as his Faith is 0
