Two Values for "Limited" on the Immortals Stat Card

Hello everyone,
I got the immortals box and I am trying to find the rule for the two stat values for "limited". When do I use which? I can't find any clue on this one.

The higher limit stands for the total number of the total number of sentinels / weapon masters you can field. The lower one applies to one particular profile. For example, you can field up to 3 sentinels, but only 2 human ones.
