Okay, I bought some of those. The bases are made by
Black Cat Bases. They actually look better unpainted than the painted examples on the webpages
Most likely the rest of the bases are by the same company too. Too bad they don't make 50mm ones.
The bases are of some what good quality, edges could be sharper but there is a nice amount of detail. I made a mold of one of the bases with the big Fleur de Lys symbol to create some 40mm and 50mm bases too if need be. I think these are quite good quality for the price so I'll probably buy more some time.
